Every website on the internet is technically in a state of development or "under construction". Stating such on the opening page of a website is much like telling someone when you first make their acquaintance that, while you are pleased to meet them, your interpersonal transaction should be discontinued because you are in a state of transition and inner development, and for them to please come meet you again at a later time. Or perhaps you could tell them to stop back and meet you often; and one of these days you'll be a viable and fully developed and functional individual.
Be assured that this site is somewhere in a state of growth, stasis, stagnation or decline. Then you may apply that paradigm to just about anything in the known universe …
